What ReFuelEU Requires from Operators

For any aircraft operator departing from a Union airport, three obligations apply:
The 90 Percent Uplift Rule
You must uplift at least 90% of your yearly required fuel at each Union airport. Tankering to avoid SAF is not only penalized financially. Exemptions must be documented and defensible during verification.
SAF Blending Compliance
Fuel suppliers are required to blend a minimum of 2% SAF into aviation fuel at all EU airports. Operators need accurate records of SAF uplifted per flight to demonstrate compliance.
Annual MRV Reporting
If you exceed the applicable thresholds, a verified annual report must be submitted by 31 March using EASA-approved templates. Manual reconciliation of post-flight versus planned fuel data is one of the most common failure points.
